Certified Payroll Reporting (Effective January 1, 2010)
Union contractors should upload payroll information to the DWD prevailing wage website by the end of the first week of the month following the month in which the employer first performed work on the prevailing wage project.

If the contractor continues to work on the project in subsequent months, no further data needs to be uploaded to the prevailing wage website unless a new collective bargaining agreement goes into effect during the time that the contractor works on the project. 

Filing Instructions

1.  Complete the excel spreadsheet (click here).  You will need to list the “Job Codes” for trade or heavy equipment on the particular project you are reporting.

2.  Select Collective Bargaining Agreement (CBA) for Operating Engineers from the following List of Union Short Names, Locals & Collective Bargaining Agreements (click here).  You must insert the correct Union Short Name in the field called "Name of Union" and the correct Local Short Name in the field called "Local Union Number".  If DWD does not have a copy of the applicable CBA or wage sheet that reflects the wages you paid your employee(s) for the prevailing wage project, then you will need to email a PDF format of the CBA and/or wage allocation sheet to DWD.
            
3.  E-mail both the applicable Collective Bargaining Agreement (if necessary) and the completed excel spreadsheet to DWD at pwcertpayroll@dwd.wisconsin.gov.  In your e-mail, you must include the contractor name and project determination number to which the collective bargaining agreement applies.
